How to Revise Marine Legislation for Orals

A candidate may be able to recognise MARPOL, SOLAS or the Merchant Shipping Act in a written note, yet still hesitate when asked, “What does that mean for you as an engineer officer?” To revise marine legislation orally, you must move beyond remembering titles and regulations. The MCA oral examination tests whether you can explain the purpose of legislation, identify your responsibilities and make safe decisions when compliance and operational pressures meet.

For EOOW candidates, this is often the first point at which legislation feels less like a syllabus subject and more like part of the job. A good answer should sound like an engineer officer who understands their watchkeeping duties, knows when to report concerns and appreciates the consequences of getting it wrong.

Why marine legislation is tested orally

Marine legislation provides the legal framework for safe ships, safe people and protection of the marine environment. The examiner is not looking for someone to recite every regulation number. They want evidence that you understand how international conventions, UK legislation, flag-state requirements, class requirements and company procedures affect machinery-space operations.

An oral question may begin broadly: “Tell me about MARPOL.” It can then narrow quickly: “What records are required? What would you do if the oily water separator was not operating correctly? Who would you inform?” Your response needs to connect the rule to a practical action.

This is why last-minute reading is rarely enough. Legislation revision needs regular spoken practice. You must become comfortable explaining technical and legal responsibilities in clear, ordered language, including what you would do during a routine operation, defect, pollution incident or unsafe instruction.

Revise marine legislation orally by using a framework

A reliable answer structure prevents rambling and helps you recover if the examiner interrupts. For each convention, code or item of UK legislation, prepare your answer around five points: purpose, scope, key engineering responsibilities, records or certification, and action when something is wrong.

For example, when discussing MARPOL, start with its purpose: preventing pollution from ships. Then identify the relevant annex or pollution type. Move to the machinery-space responsibility, such as bilge management, sludge handling, bunkering controls or record keeping. Finally, explain the immediate actions required if there is a defect, incorrect entry or risk of discharge.

This method is more useful than memorising isolated facts because it mirrors the direction of an oral examination. It also demonstrates judgement. A candidate who says, “I would stop the operation, make the situation safe, inform the Chief Engineer and follow the vessel’s reporting procedure,” is showing an understanding of command structure and safe working practice. The detail will depend on the scenario, but the decision-making process should remain sound.

Separate international rules from UK implementation

Candidates often blur conventions, codes, regulations and company procedures into one answer. Avoid that. Begin by identifying the level at which the requirement sits.

SOLAS and MARPOL are international conventions developed through the IMO. The ISM Code establishes the framework for the safe management and operation of ships. STCW addresses standards of training, certification and watchkeeping. In the UK, merchant shipping legislation gives effect to international requirements and sets additional national obligations where applicable. Flag-state instructions, statutory certification, class rules and a vessel’s safety management system then shape how these requirements are applied on board.

You do not need to give a lecture on every legal instrument. However, you should be able to explain the difference between a convention and the procedures found in the ship’s safety management system. The SMS is how the company controls risk and demonstrates compliance in daily operations. It does not replace the law, but it gives the crew the procedures, checks and reporting routes needed to meet legal and company requirements.

Focus your revision on engineering situations

The strongest legislative answers are rooted in familiar machinery-space work. Instead of revising a convention as a page of notes, attach it to operations you have carried out or observed at sea.

Consider bunkering. A good answer may cover pollution prevention, the agreed bunkering plan, communication between ship and shore, scupper management, tank soundings, overflow prevention, emergency stop arrangements, drip trays and the action to take in the event of a spill. You may then be asked about entries in the Oil Record Book, reporting requirements and the role of the Chief Engineer.

The same approach applies to bilge water. Be ready to explain why bilges must not be pumped overboard unless the equipment is operating correctly and discharge requirements are met. If the oily water separator is defective, the correct response is not to find a workaround. Segregate and retain the bilge water as required, report the defect, record relevant information accurately and arrange repair in accordance with shipboard procedures.

Other useful operational anchors include enclosed-space entry, permits to work, emergency fire pump readiness, sewage and garbage management, refrigerant handling, ballast-water controls and fuel changeover. The exact topics depend on your certificate level and the vessel types you know, but every answer should return to risk control, records, communication and escalation.

Practise answering aloud, not in your head

Reading a question and thinking, “I know that,” is not evidence that you can answer it in front of an examiner. Oral examinations require retrieval under pressure. You need to find the information, organise it and speak with enough clarity that the examiner can test the next part of your knowledge.

Set aside short, frequent sessions. Take one subject, choose a question and answer it aloud without looking at your notes. Record yourself if possible. Listen for vague phrases such as “I would follow the regulations” or “I would inform the relevant people”. Replace them with a more specific sequence: make safe, prevent pollution or injury, notify the responsible officer, follow the SMS procedure, complete the required record and report the defect or incident through the correct channel.

There is a balance to strike. Do not make every answer sound rehearsed. An examiner may change the circumstances, ask what happens if the Master disagrees, or introduce a commercial pressure such as a delayed sailing. Your preparation should give you a logical base, not a script that collapses when the question changes.

Build confidence with progressive questioning

Start with straightforward prompts: “What is the purpose of the ISM Code?” Then add responsibility: “What are your duties as an EOOW?” Finally, introduce a practical problem: “You identify an unsafe condition during your watch but the task is due to continue. What do you do?”

This progression trains the skill that matters most: applying knowledge. It also identifies weak areas honestly. If you can explain the purpose of a regulation but cannot describe the action required during a defect or emergency, return to the relevant shipboard procedure and technical notes.

Be accurate about records and reporting

Marine legislation questions frequently lead to documentation because records provide evidence that required checks, operations and decisions have been carried out properly. Candidates should understand the purpose of records such as the Oil Record Book, engine-room logbook, garbage records, maintenance records, permits to work and safety meeting documentation.

Accuracy matters. Never suggest that a record should be altered, backdated or completed to conceal a problem. If an error has been made, deal with it openly in accordance with the vessel’s procedures and the instructions of the senior officer. The MCA examiner will expect a professional response that prioritises safety, environmental protection and honest reporting.

Equally, do not treat paperwork as an end in itself. A completed checklist does not make an unsafe operation safe. Explain the physical controls, verification and supervision behind the record. This shows that you understand the difference between compliance on paper and competent conduct on board.

Prepare for your current certificate level

At EOOW level, concentrate on core conventions, pollution prevention, safe working practices, watchkeeping responsibilities and the reporting lines on board. Your answers should show that you understand when to stop, seek guidance and escalate a concern.

Second Engineer candidates should be ready to discuss supervision, planned maintenance, defect management and the practical implementation of the safety management system. Chief Engineer candidates need a wider management perspective, including statutory readiness, audits, resource decisions, communication with the Master and company, and the control of engineering risk across the department.

The principle remains the same at every level: legislation is not a separate subject from engineering. It governs the standard to which the engineering department must operate.

When you next practise a legislative question, do not ask only, “Can I name the regulation?” Ask yourself, “Can I explain what I would do on board, why I would do it and who needs to know?” That is the habit that turns revision into credible oral-examination performance.
