Applying for your UK MCA Engineering NOE & CoC

A UK MCA Notice of Eligibility, or NOE, is required before booking an MCA engineering oral examination. Once the oral examination has been passed and any remaining documentation has been accepted, the MCA may issue the relevant UK Certificate of Competency, or CoC.
This guide provides a simplified overview for EOOW, Second Engineer, Chief Engineer and Small Vessel Engineering candidates. Final eligibility is always assessed by the Maritime and Coastguard Agency, and candidates should check the latest MCA application form, MSN and GOV.UK guidance before submitting an application.
The MCA states that NOEs are valid for 5 years. An oral examination pass is valid for 3 years, and the oral pass must remain valid when the CoC is issued.

EOOW Unlimited — Engineer Officer of the Watch
The EOOW CoC is the operational-level UK MCA engineering officer certificate. Candidates applying for a Merchant Navy engineering NOE use MSF 4275, which is the MCA application form for an oral examination leading to the issue of an STCW engineer officer CoC.
For all engineering NOE applications, the MCA lists core requirements including MSF 4275, an attested copy of passport, attested passport photograph, college letter or action plan, ENG1 or accepted equivalent medical certificate, and the four STCW basic safety training certificates.
Cadetship route
Candidates normally require an approved MNTB Training Record Book, 12 months combined seagoing service and workshop skills, with at least 6 months’ seagoing service engaged in watchkeeping or UMS duties on ships of at least 750 kW. The MCA also states that a minimum of 3 months’ workshop skills is required.
Experienced seafarer route
The MCA lists no less than 24 months’ seagoing service in merchant ships of at least 350 kW before registering with college, followed by 9 months’ engine-room seagoing service on vessels of at least 750 kW, including 6 months undertaking watchkeeping or UMS duties.
CoC issue stage
After passing the oral examination, candidates must still satisfy the MCA CoC issue requirements. These include route-specific academic evidence, ENG1 or accepted equivalent, STCW certificates, workshop skills and other supporting documents depending on the route.

Second Engineer Application

Second Engineer Unlimited / Limited Engineering CoC
The Second Engineer CoC is the management-level progression route after EOOW. Merchant Navy Second Engineer candidates use MSF 4275 for the engineering oral examination application.
For Second Engineer Unlimited — UK EOOW CoC holders, the MCA lists 12 months’ seagoing service as EOOW on vessels of at least 750 kW, including at least 9 months’ watchkeeping or UMS duties.
For a combined steam and motor application, the MCA requires 12 months’ watchkeeping or UMS duties, with 6 months on motorships of at least 750 kW and 6 months on steamships of at least 750 kW.
For the CoC issue stage, the MCA lists requirements including ENG1, STCW safety certificates, HELM Management Level, optional High Voltage Management Level, and SQA Management Level academic examination passes including Engineering Knowledge, Mathematics, Engineering Drawing, Applied Heat, Applied Mechanics, Electro Technology and Naval Architecture.

Chief Engineer Application

Chief Engineer Unlimited
The Chief Engineer CoC is the senior UK MCA management-level engineering certificate. Candidates normally apply using MSF 4275 for the engineering oral examination application.
The MCA states that Chief Engineer candidates must hold, or be eligible to obtain, a Second Engineer Unlimited CoC. For UK Second Engineer Unlimited CoC holders, the MCA lists 12 months’ seagoing service as Second Engineer or Chief Engineer, with 9 months on vessels of at least 3000 kW and the remaining 3 months on vessels of at least 750 kW.
An alternative route is 36 months’ sea service since obtaining EOOW, including a minimum of 18 months on vessels of at least 3000 kW in charge of the watch, with the remaining sea service on vessels of 750 kW.
For the CoC issue stage, the MCA lists requirements including ENG1, STCW safety certificates, HELM Management Level, optional High Voltage Management Level, and SQA Management Level academic passes including Engineering Knowledge, Applied Heat, Applied Mechanics, Electro Technology and Naval Architecture.
